A resilient country is not one that never falls. It is one that limits the fall, maintains essential functions, and recovers quickly enough to prevent the damage from becoming permanent. Spare parts inventories, mobile teams, communications between operators, emergency protocols, and backup power form a defense without uniforms. It does not replace interceptor missiles or physical defenses. It reduces the impact of each attack. This capability must be maintained as a system, funded before a crisis strikes, and distributed geographically. Otherwise, individual courage ends up masking a material debt that continues to grow.

In June, the head of Ukrenergo mentioned emergency blackouts lasting up to five hours a day in July and August. This figure was neither a set schedule nor a certainty. The scenario assumed two conditions would be met: at least one week of high temperatures and a resumption of massive strikes against energy infrastructure. This clarification is essential. Presenting five hours as a fulfilled forecast would turn an operational warning into fake news. August 24, however, shows why this scenario existed: summer adds its demand spikes to a grid whose reserves have already been eroded by the war.

Ukrenergo relied on nuclear power, imports, decentralized generation, and renewables to meet daytime demand, while asking consumers to help balance evening peaks. This reliance on individual behavior must not become a way to shift the blame for the destruction. Reducing or shifting certain uses can relieve pressure on the system; it does not repair a substation. Consumption discipline is a layer of resilience, not a substitute for defense and reconstruction. The government protects, the operator balances, partners supply, and citizens adapt. No single level can support the grid on its own.

The International Energy Agency sees distributed resources as a means of strengthening Ukraine’s resilience. Solar, wind, batteries, and small modular turbines can be spread across the territory and installed closer to consumption centers. This dispersion makes it harder to destroy a system with a few targeted strikes and helps fill certain gaps locally. It does not make the grid invulnerable. These resources require grid connections, data, market regulations, maintenance, and sometimes fuel. They shift vulnerability rather than eliminating it. But shifting vulnerability may be enough to prevent a cascading collapse.

An archipelago must still communicate

Emergency systems exist precisely to address this risk. But an emergency system is a last line of defense, not a desirable normal operating condition. Yet repetition also erodes safety margins. What worked yesterday must be available tomorrow, even in the face of a new attack.

The UN has documented that power disruptions are affecting hospitals and clinics throughout Ukraine. This consequence must be described without inventing patients, rooms, or scenarios. It is already serious enough. Facilities have varying protocols and backup power sources; they do not automatically cease to function when the grid goes down. But every switch to emergency mode reduces options, consumes fuel, and increases dependence on logistics that may themselves be disrupted.

Resilience Requires Priorities

Hospitals, water systems, telecommunications, and shelters must receive special attention in load shedding and power restoration plans. The same plan mentions repair reserves, diesel fuel stocks, alternative sources, and the protection of energy equipment. It does not publish detailed volumes or all the schedules. This limitation prevents any claim that every need is covered. It also demonstrates the correct way of thinking: a backup capacity is not an isolated entity. It requires fuel, parts, trained personnel, secure access, and a decision-making chain. Ukraine must increase the number of these coherent systems. Stockpiling equipment without a system for its use would create only “paper resilience”—impressive until the first test.

Admiration for repair crews and the general public must never become an excuse to accept their exposure to danger. Describing Ukrainians as “adapting” can unintentionally trivialize what they are forced to endure. A generator, a rechargeable lamp, or a voluntary reduction in consumption demonstrate a capacity for action. They do not make the attack any less serious. Resilience must not be an expectation imposed from the outside: “endure it better,” “keep improvising,” “be grateful for the partial restoration.” It must lead to decisions that reduce the number of outages, shorten their duration, and protect those who restore services.

Courage is not a spare part

Societies at war can achieve organizational feats. They cannot indefinitely produce transformers, fuel, specialized teams, or defensive missiles through sheer will alone. Courage is indispensable, but it is no substitute for logistics. Every Western statement celebrating Ukrainian tenacity should therefore be accompanied by a shipment, a contract, funding, or a decision to provide protection. Otherwise, the praise becomes an elegant way of watching someone hold a line that we refuse to reinforce. Solidarity begins when the beauty of the word “resilience” is transformed into material capacity.
