Thirty-six satellites, one concern

The number is clear, almost reassuring in its precision: 36 satellites. We can count them. We can divide their production between two companies. We can enter their potential value into a budget line item and reserve four orbital slots for them.

What we cannot yet quantify is the protection they will actually provide to an American family, a forward operating base, or an allied city when a ballistic or hypersonic threat arises. The industrial decision is a reality. The military outcome remains to be seen.

On July 13, 2026, Washington did not purchase a shield. Washington purchased 36 new components of a shield whose complete design remains a secret.

The Contract Before Certainty

The Space Development Agency announced approximately $1.75 billion in fixed-price agreements: nearly $955 million for 18 vehicles from L3Harris, and $798 million for 18 vehicles from Sierra Space. Targeted launch availability: late 2028.

That’s fast by military procurement standards. It’s also a deadline, not an orbit; an expected delivery, not a successful interception.

Golden Dome is often described as a dome already in place over the United States. This image is misleading. The satellites ordered in July are primarily part of a detection, warning, and tracking layer. They must observe threats, determine their trajectories, and transmit data quickly enough for another component of the system to make a decision and then take action.

A sensor does not destroy a missile. It reduces the darkness in which the defense system must operate. This distinction may seem technical; it is political, because it separates a necessary capability from a blanket promise.

Seeing sooner can save minutes—sometimes a decision. But seeing is not the same as intercepting, and detecting does not guarantee that a territory will remain intact.

Infrared Eyes in Low Earth Orbit

The tracking layer relies on infrared payloads in low Earth orbit, integrated into a low-latency communications network. The principle is to increase the number of observation points rather than relying on a few rare and distant platforms.

This proliferation promises more persistent coverage and a more resilient architecture. It also increases the number of launches, links, software updates, replacements, and opportunities for a link to fail to communicate properly with the next one.

The sky becomes a network; every connection becomes a responsibility.

L3Harris and the firing range

L3Harris is to produce 18 missile defense vehicles based on the Hypersonic and Ballistic Tracking Space Sensor. The company states that its medium-field-of-view payloads must provide data of sufficient quality to support fire control.

The status of this claim must be taken into account. It describes the capability sought and presented by the supplier. It does not prove either the future performance of the entire constellation or its behavior in the face of a complex attack.

So-called “fire-quality” data is the lifeblood of the project: precise enough to guide the response, fast enough to arrive before the threat.

Sierra Space and Persistent Warning

Sierra Space is to deliver 18 early warning and tracking vehicles based on its Horizon platform, already used for Tranche 2. The company says it has completed the structural work on its 18 vehicles from this earlier tranche and is preparing to test them.

The government is thus purchasing both industrial continuity and accelerated development. That makes sense. It also represents a consolidation: two contracts bring a vast strategic ambition closer to a limited number of assembly lines.

The promised resilience in space begins with a very Earth-bound dependency.

Geometry as the First Line of Defense

The 36 vehicles will be distributed across four orbital planes, two for each supplier. This geometry aims for global stereo coverage: observing the same threat from more than one angle allows for better identification and tracking of its trajectory.

Against fast-moving, maneuverable objects, the quality of a single observation depends on the continuity between observations. An interrupted transmission, data that’s too slow, or poor data fusion can weigh more heavily than a superb spec sheet.

Golden Dome will not be judged by the number of “eyes” launched, but by their ability to work together when every second counts.

The less-noticed ground system

The SDA requires interoperability with Phase 1, 2, and 3 vehicles, all connected by a common ground system. This is the less spectacular core of the program: standards, interfaces, command centers, and data architecture.

The satellite draws the camera’s attention. The software often bears the risk. If data doesn’t flow between sensors, decision-makers, and interception systems, the dome becomes a glittering collection of new silos.

A constellation truly exists only when its information reaches its destination.

Accelerated Acquisition as a Doctrine

The agreements are prototypes concluded under Other Transaction Authority, at a fixed price. This approach aims to shorten acquisition cycles and give manufacturers a clear deadline. The word “accelerated” is even included in the name AMDT3.

There is a logic to urgency. Threats evolve, traditional programs drag on, and an architecture that emerges too late may be perfect for a war that is already over. But urgency can also shift the public debate to after the decision rather than before it.

Acceleration can break dangerous inertia. Acceleration can also make the simplest question more difficult: What, exactly, are we buying?

The fixed price is not the final cost of the system

A fixed-price contract limits certain cost overruns on a defined lot. It does not set the cost of future launches, nor that of operations, maintenance, replacements, communication networks, or interceptors needed to process the data.

The Space Force will assume responsibility for future operations and support. The handover matters: building a fleet is one expense; keeping it operational for years is another.

A fixed price can finalize a contract without finalizing the bill.

$1.75 billion seems enormous

For any household, $1.75 billion is beyond imagination. For Golden Dome, this sum already feels like a down payment. It funds 36 sensors, not the complete architecture announced by the administration.

The January 2025 executive order called for defenses against ballistic, hypersonic, and cruise missiles, as well as space-based interceptors, ground-based layers, pre-launch capabilities, and non-kinetic means. The July order covers only a fraction of that.

The sum is impressive because it is immense. It is even more concerning when one realizes everything it does not yet cover.

The Gap Between 185 Billion and 1,200 Billion

The director of Golden Dome cited $185 billion over a decade for the targeted architecture. The Congressional Budget Office, unable to evaluate this unpublished architecture, constructed a notional system consistent with the capabilities outlined in the executive order: approximately 1,200 billion over 20 years.

These figures do not describe the same object or the same time period. It would be incorrect to pit them against each other as two competing cost estimates. Their disparity, however, reveals something significant: the public does not yet have enough details to know the price of the promise.

Budgetary uncertainty is not a mere detail of the dome; it is already its shadow.

The CBO notes that the Department of Defense has not disclosed the specific systems or quantities comprising the target architecture. Without this information, it deems it impossible to estimate the long-term cost of the Golden Dome as actually envisioned.

Part of the secrecy is justifiable. Exposing the vulnerabilities, thresholds, and locations of a missile defense system would aid the adversaries it is meant to deter. But classifying the architecture should not classify the debate over its major choices.

Security requires closed doors. Democracy requires that we know, at the very least, how many public components will support what remains behind them.

Transparency Without a Fire Plan

Congress and taxpayers do not need to know the performance specifications of every single sensor. They must be able to distinguish between the costs of research, production, launch, operation, and replacement; know the milestones; and understand what constitutes a success or a delay.

Otherwise, strategic opacity becomes a budgetary convenience. Any question about cost then risks being dismissed as classified, even when it reveals nothing useful to an adversary.

Factories Expanded Before the Order

L3Harris highlights its expanded facilities in Indiana and new integration capacity in Florida. The company says it invested ahead of demand and can begin manufacturing immediately. It has more than 70 surveillance or defense satellites on order, five of which are already in orbit.

This preparation has the potential to reduce lead times. It also reveals the depth of the industry’s gamble: facilities, employees, suppliers, and capital are all aligned with a policy that must survive deadlines, tests, and political shifts.

Each promised satellite carries with it a factory, a payroll, a congressional district, and soon, a political argument against economic slowdown.

The New Center of Gravity in Space

Sierra Space presents its contract as proof of its rise to the rank of national security prime contractor. The Golden Dome contract therefore does not merely distribute vehicles; it redistributes power among established companies, newcomers, and military institutions.

Competition can accelerate innovation. But when a small group accumulates the contracts and integration expertise, the government risks becoming dependent on those it pays to maintain its architecture.

The contract builds the dome and, at the same time, the private guardians of its continuity.

The network must distinguish a threat from its surroundings, track its evolution, share a lead, and support an engagement. At every stage, data is interpreted. At every stage, an error can propagate.

The speed of combat does not eliminate human or algorithmic judgment; it compresses it. It makes the choice of what will be automated, what will remain under human control, and how much time is left for verification all the more critical.

When seconds disappear, doctrine becomes code.

Protection alters the adversary’s calculations; it does not eliminate them.

Phased acquisitions have an advantage: they allow for learning, making corrections, and avoiding tying up the entire sum on day one. They also have a political effect: each installment seems manageable even when the total cost remains impossible to quantify.

Parliamentary oversight must therefore address both levels. The 1.75 billion contract must be evaluated on its own merits, then considered in the context of the costs of sensors, communications, interceptors, and maintaining the constellation.

Voting for a single brick without seeing the wall may be reasonable once. Repeating the action eventually creates an irreversible obligation.

Milestones Rather Than Slogans

The 2028 deadline must be backed by a body of evidence: design reviews, payload testing, integration capability, production rate, and launch readiness. A timeline is only useful if it allows us to track progress and delays.

The same principle applies to efficiency. We need gradual demonstrations and sufficiently precise public criteria to assess progress, without revealing sensitive details to an adversary.

Congress should not buy into the target date; it should buy into the milestones that make it credible.

Patriotism isn’t about applauding every billion spent on the military. It’s about wanting a defense system that works, rejecting fictitious savings, and not letting fear of missiles become an excuse to avoid accountability.

Supporting the shield also means demanding that it be more than just a golden name.

The first test will be industrial. The 36 vehicles must reach the announced stage, their payloads must pass testing, their platforms must be integrated, and their launch must become possible before the end of 2028.

A delay would not necessarily mean the concept has failed. It would, however, show that the push to accelerate has run up against practical realities: components, qualification, software, and production capacity. Practical realities don’t read press releases.

The first verdict will be simple and brutal: Do the satellites exist, do they work, and will they be ready by the promised date?

A Complete Chain

The second test will be operational. A detection must become a lead, the lead must become shared data, the data must become a decision, and the decision must become the capacity to act. Testing a single sensor is not enough to put the entire system to the test.

This is where large-scale programs prove their worth: not in the excellence of each individual component, but in the discipline with which the components work together under pressure.

The decisive choice will not be between acting and doing nothing. Threats justify a response. It will be between building a measurable, improvable, and honestly limited defense, or maintaining the appearance of invulnerability that no one can guarantee.

The first path is costly and requires acknowledging what is lacking. The second may cost even more, because it charges for the myth in addition to the equipment.

The sky may carry sensors. It should never carry our credulity.
